Sauver Gaza - Sauver notre part d’humanité

Fin février, le fragile cessez-le-feu entre Israël et le Hamas prenait fin. Le 2 mars, Israël mettait brutalement en place le blocage de l’aide humanitaire à Gaza. En ce début de mai, deux mois après cette décision, la situation est telle que la Croix rouge vient d’alerter sur le danger d’effondrement total des opérations humanitaires [1]. Concrètement, cela signifie que deux millions de personnes ayant endurées bombardements, déplacements, conditions sanitaires inexistantes et un enfer de tous les instants, sont condamnées à mourir de faim à plus ou moins brève échéance.

Certes, le Premier ministre israélien, Benjamin Netanyahou – poursuivi par la justice de son pays et par la Cour internationale de justice – porte une responsabilité écrasante, tant en ayant joué la carte du Hamas pour ses propres calculs [2], qu’en ayant délibérément fait échouer la perspective d’évolution positive qui se dessinait avec le cessez-le-feu temporaire négocié à Doha (Qatar). Personne ne saurait néanmoins être dupe. Si Netanyahou a piétiné si longtemps et en toute impunité chacun des principes les plus fondamentaux de notre humanité commune, s’il a pu aller si loin dans la violation cynique de chaque disposition du Droit international, c’est qu’il a bénéficié de la part de ses protecteurs occidentaux d’une indulgence sans limites.

Que l’on ne s’y trompe pas, le sang versé par des milliers de victimes, les morts, les infirmes, l’effacement d’une culture – que ce soit par l’élimination des Gazaouis ou par la destruction de son patrimoine – ne passera pas à la trappe de l’histoire en dépit des tentatives pour la réécrire qui émergent déjà.

En ce qui concerne le blocus des convois humanitaires, rappelons que le Droit international humanitaire et notamment la Convention de Genève de 1949 « contraint les Etats tiers à faire pression sur les belligérants afin qu’ils respectent leurs obligations » [3].

A Gaza, l’arme de la faim a été délibérément choisie pour éliminer le plus grand nombre, pour briser la résistance de la population palestinienne et contraindre les survivants au départ. Pire, Bezalel Smotrich [4], le ministre israélien des Finances, vient de faire une déclaration selon laquelle « Gaza sera totalement détruite », confirmant la dimension génocidaire [5] de la politique israélienne.

S’ils ne veulent pas être les complices de cette entreprise systémique de déshumanisation et de mort qui se déroule sous nos yeux à Gaza, les pays occidentaux (colonisateurs historiques du Proche-Orient) doivent agir dans les plus brefs délais pour imposer la livraison de l’aide humanitaire et empêcher l’irréparable. Ils doivent également utiliser tous les moyens de pression sur le gouvernement israélien pour qu’il arrête sa fuite en avant suicidaire. Cela revient à prendre conscience qu’il s’agit peut-être de l’ultime occasion qui leur sera donné de se raccrocher aux valeurs placées par eux-mêmes au fronton de l’Humanité, sans quoi ils se condamneront à rejoindre la triste cohorte des civilisations honnies et faillies.

Dans ce contexte, si Emmanuel Macron est cohérent avec son intention proclamée de reconnaître un Etat palestinien lors d’une conférence de l’ONU en juin à New York, ce sera le moment pour lui de faire œuvre historique en s’opposant à la folie meurtrière de Netanyahou et en montrant qu’il y a, contre toute affirmation du contraire, une communauté d’intérêts entre les différents acteurs de la région et tout particulièrement entre Israéliens et Palestiniens, laquelle se résume à l’élément premier de la vie : l’eau.

La paix ne sera possible qu’en se fondant sur le développement mutuel de ressources en eau et en énergie. L’accord d’Oslo, dans son annexe 3, prévoyait cet horizon. Il a été cependant bafoué parce qu’il laissait l’État israélien seul maître du jeu. La France doit aujourd’hui donner l’exemple aux pays du G7 en reconnaissant immédiatement un Etat palestinien fondé sur des frontières viables. Son existence est consubstantielle à la mise en place du Plan Oasis proposé par l’Institut Schiller.

Les pays occidentaux, coupables d’avoir constamment pratiqué une géopolitique du diviser pour régner, doivent aujourd’hui se mobiliser pour que l’armée israélienne évacue Gaza et que s’ouvrent des négociations sur le droit au retour des Palestiniens, l’arrêt de la colonisation en Cisjordanie et la libération de tous les otages et prisonniers de guerre. Cette approche cohérente est indispensable. Elle seule peut répondre au défi d’un ordre de coopération et de sécurité mutuelle se substituant à la barbarie.

Saving Gaza - Saving Our Part of Humanity

At the end of February, the fragile ceasefire between Israel and Hamas came to an end. On March 2, Israel brutally implemented the blockade on humanitarian aid to Gaza. At the beginning of May, two months after this decision, the situation is such that the Red Cross has just warned of the danger of a total collapse of humanitarian operations. In concrete terms, this means that two million people who have endured bombardment, displacement, non-existent sanitary conditions and constant hell, are condemned to starve to death sooner or later.

Of course, Israeli Prime Minister Benjamin Netanyahu—prosecuted by his country’s justice system and by the International Criminal Court—bears a crushing responsibility, both for having played the Hamas card for his own calculations, and for having deliberately thwarted the prospect of positive developments that were taking shape with the temporary ceasefire negotiated in Doha (Qatar). But no one can be fooled. If Netanyahu has trampled for so long and with such impunity on every one of the most fundamental principles of our common humanity, if he has been able to go so far in the cynical violation of every provision of International Law, it is because he has benefited from the unlimited indulgence of his Western protectors.

Make no mistake about it, the bloodshed of thousands of victims, the dead, the crippled, the erasing of a culture—whether through the elimination of Gazans or the destruction of its heritage—will not be swept under the carpet of history, despite the attempts to rewrite it that are already emerging.

As far as the blockade of humanitarian convoys is concerned, it should be remembered that International Humanitarian Law, and in particular the Geneva Convention of 1949, “obliges third States to put pressure on belligerents to respect their obligations.”

In Gaza, the weapon of hunger was deliberately chosen to eliminate as many people as possible, to break the resistance of the Palestinian population and force the survivors to leave. Worse still, Bezalel Smotrich, the Israeli Finance Minister, has just declared that “Gaza will be totally destroyed,” confirming the genocidal dimension of Israeli policy.

If they do not want to be accomplices in this systemic enterprise of dehumanization and death that is unfolding before our eyes in Gaza, the Western countries (historical colonizers of the Middle East) must act as quickly as possible to force the delivery of humanitarian aid and prevent the irreparable from occurring. They must also use every means of pressure on the Israeli government to stop its suicidal headlong rush. If they fail to do so, they will be condemned to join the sad cohort of disgraced and failed civilizations.

In this context, if French President Emmanuel Macron is consistent with his declared intention to recognize a Palestinian state at a UN conference in New York in June, this will be the moment for him to make history by opposing Netanyahu’s murderous madness and showing that, against all claims to the contrary, there is a community of interests between the various players in the region, and particularly between Israelis and Palestinians, which boils down to the primary element of life : water.

Peace will only be possible on the basis of joint development of water and energy resources. Annex 3 of the Oslo agreement foresaw this horizon. However, it was flouted because it left the Israeli state in sole control. Today, France must set an example for the G7 countries by immediately recognizing a Palestinian state based on viable borders. Its existence is consubstantial with the implementation of the Oasis Plan proposed by the Schiller Institute.

Western countries, guilty of constantly practicing divide-and-rule geopolitics, must now mobilize to ensure that the Israeli army evacuates Gaza, and that negotiations begin on the Palestinians’ right of return, a halt to settlement on the West Bank, and the release of all hostages and prisoners of war. This coherent approach is indispensable. It is the only way to meet the challenge of an order of cooperation and mutual security to replace barbarism.
